Another chance for Texans to prove themselves (AP)

The Houston Texans have failed many a litmus test in their near-decade of NFL existence. They're still searching for a playoff berth.

To get one, the Texans need defining wins. A great opportunity slipped away last week at New Orleans, a game in which Houston led by nine points in the fourth quarter.

Another chance to prove themselves comes Sunday when the Texans host the Pittsburgh Steelers. The defending AFC champions hardly have looked dominant in going 2-1, with last weekend's squeaker against inept Indianapolis far too close a call for a team with supposed Super Bowl designs.

After they put up a stinker in Baltimore to open the schedule, the Steelers blanked Seattle. Following a mediocre performance at Indy, they get a far more difficult opponent in the Texans.

We think. It's never easy to predict what the Texans will come up with from week to week.

The oddsmakers like them just enough to make the Texans a 3 1/2-point favorite, which isn't much considering being at home generally is worth three points in the gambling world. Houston's solid showing for much of the game at the Superdome also is responsible for that betting line.

"We played a good team, and we did not close the game," coach Gary Kubiak said. "We take full responsibility for that. But we've got a lot of confidence in what we're doing. We'll get our chins back up and correct our mistakes."

Research identifies 8 factors that can alert managers to the threat of overfishing in otherwise healthy-looking reefs

Coral reefs that have lots of corals and appear healthy may, in fact, be heading toward collapse, according to a study published by the Wildlife Conservation Society and other groups.

Using data from coral reef systems across the western Indian Ocean, an international team of researchers identified how overfishing creates a series of at least eight big changes on reefs that precipitate a final collapse. This information can help managers gauge the health of a reef and tell them when to restrict fishing in order to avoid a collapse of the ecosystem and fishery.

The study appears this week in the early online edition of the Proceedings of the National Academy of Sciences. The authors of the study include: Tim R. McClanahan and Nyawira A. Muthiga of the Wildlife Conservation Society; Nicholas A.J. Graham and Joshua E. Cinner of James Cook University, Queensland, Australia; M. Aaron MacNeil of the Australian Institute of Marine Science; J. Henrich Bruggemann of Laboratoire d'Ecologie Marine, Universit de la Runion, La Runion, France; and Shaun K. Wilson of the Department of Environment and Conservation, Perth, Western Australia.

The authors say these changes are like a series of light switches, each of which make the reef more degraded and dims the chances of sustained fishery production and recovery.

"The study identifies eight changes before all of the ecological lights go off and the reef and fishery are gone" said Dr. McClanahan, the lead author on the study and the head of WCS's coral reef research and conservation program.

The study shows that in well-protected areas, there are typically 1000-1500 kilograms of reef fish of various species per hectare of coral reef. As the volume is fished down below 1000 kilograms, the early warning signslike increased seaweed growth and urchin activitybegin to appear. The researchers found that between 300-600 kilograms per hectare, there appeared to be a "window" of what is known as maximum sustainable yield, but when the fish stock drops below 300 kilograms per hectare, the reef is in real trouble, they said.

"Below 300 kilograms per hectare we see a series of dramatic changes on reefs. This is where you get on a real slippery slope," McClanahan noted. "Strangely, the metric used by most managers to gauge the health of reef systemscoral coveris the last threshold before ecosystem failure. Overfished reefs can appear healthy and then shift to algae dominated seascapes."

The authors recommend measuring the biomass of fish instead of coral cover to identify the early warning rather than the final sign of reef collapse.

"The good news is that a reef can likely provide sustainable fisheries even after the first three warning switches are turned off, but it becomes increasingly difficult to maintain a healthy fishery and restore reefs when the final five switches have been turned off," said Dr. McClanahan. "This study provides managers and policy makers with a tangible target of where to maintain their fishery."

Dr. Joshua Cinner from James Cook University in Australia added: "Of course, having a target is one thing, but achieving it is, well, another kettle of fish. So we also assessed how well different reef management schemes did at maintaining reefs."

Reef fisheries with no regulations tended to perform poorly, with some passing all the switches and completely collapsing. No-take marine reserves, where fishing was prohibited, were the best performers and tended to maintain key ecosystem processes such as predation.

"People depend on reefs for their livelihoods, so we can't prohibit fishing everywhere," noted Dr. Cinner. "A key finding from our study was that even easily enforceable regulations that restrict gear or the types of species that can be caught helped maintain biomass. These regulations are often more agreeable to fishermen than no-take closures and consequently receive higher levels of support and compliance."

"There is no one size fits all solution to save the world's coral reef ecosystems. To be politically and socially sustainable, tangible and objective management targets are critical to help managers make difficult near-term decisions of restricting or altering fishing practices for long-term social and ecological gain," said Dr. Caleb McClennen, Director of WCS's Marine Program. "This exhaustive research helps identify critical metrics and methods for sustainable management of coral reefs across the true gradient of ecological condition and management reality."

Oil pipeline opponents pin hopes on Nebraska (AP)

LINCOLN, Neb. ? Environmentalists hoping to block a proposed underground oil pipeline that would snake 1,700 miles from Canada to the Gulf of Mexico have pinned their hopes on an unlikely ally ? the conservative state of Nebraska.

Few states are as red as Nebraska, which hasn't supported a Democratic presidential candidate since 1964. But opposition to the Keystone XL pipeline has risen steadily since the project was proposed three years ago.

The reason: Fears of contaminating the Ogallala Aquifer, a vast subterranean reservoir that spans a large swath of the Great Plains and provides water to much of Nebraska, as well as seven other states. Opponents have grown to include Nebraska's conservative governor and two U.S. senators, a Republican and a conservative Democrat.

Many in the public are hostile to the idea, too. When a pipeline company logo was displayed on a stadium screen during a recent Nebraska Cornhuskers game, boos rained down from the crowd of 85,000. The university agreed to stop running the ads.

Damon Moglen, a spokesman for the Washington-based environmental group Friends of the Earth, called Nebraska "the key battleground" over the proposal.

Both sides of the debate will have a final chance to make their case this week, when public hearings are held in Lincoln and Atkinson, a small town in northern Nebraska. Similar meetings are scheduled in other states that would be crossed by the pipeline.

"We're in the fourth quarter of this game," Moglen said. "The question is, can the home team up its game and win?"

In addition to approval from affected states, the international project needs backing from the State Department, which expects to decide the matter by the end of the year. Department leaders will probably attend some of the hearings.

"We see these as listening sessions," said Kerri-Ann Jones, assistant secretary for the Bureau of Oceans and International Environmental and Scientific Affairs, a State Department agency. "We want to listen and hear what people have to say."

If built, the 16-inch steel pipe would carry oil extracted from tar sands in Alberta, Canada, through Montana, South Dakota, Nebraska, Kansas and Oklahoma to refineries in Texas.

Other states have mostly accepted a promise from the pipeline company TransCanada that the $7 billion proposal will create 20,000 jobs, mostly from construction, over two years and provide a reliable source of oil. But environmentalists and a growing number of Nebraskans are resisting.

The pipeline would be laid directly through the aquifer at the depth of at least 4 feet and deeper in many places, raising fears of catastrophic damage if any part of the tube were to rupture. It would carry 700,000 barrels of oil a day.

Nebraska Gov. Dave Heineman and other officials have urged TransCanada to pick a different route that skirts the aquifer, but Heineman doubts the company will take his advice.

TransCanada officials have insisted the pipeline is safe and has undergone a vigorous federal review.

"If the activists feel that they're facing an uphill battle, it's because the facts don't support their overheated rhetoric," TransCanada spokesman Shawn Howard said. "It has been shown that the outrageous claims these groups have made aren't true. They can repeat it over and over and over again, but that doesn't change that fact."

Other government agencies have reported no major problems with the plan.

An environmental review by the State Department found that neither the construction nor operation of the pipeline was likely to cause serious environmental problems. And Energy Secretary Steven Chu spoke favorably of the project this month, noting the advantages of buying oil from a close ally and arguing that new technology makes such operations safer.

Five major alternative routes considered to avoid the aquifer were found to have a "worse or similar" environmental impact, Jones said.

University of Nebraska hydrologist Jim Goeke, a retired professor who has studied the pipeline proposal for years, believes it's safe. He says the aquifer is composed of layers of loose sand, sandstone, soot and gravel that would impede the spread of an oil leak.

Goeke, who has no formal role in the project, said he expects pipeline opponents to make an impassioned case that the aquifer would be endangered, but he doesn't buy it.

"I'd be comfortable if the pipeline was defeated on the basis of good, sound science and not emotion," Goeke said. "I think it's a reflection of the pride and love Nebraskans have for the Ogallala Aquifer. A lot of people love and treasure the aquifer, and they're concerned the entire aquifer is at risk. And that just isn't factual."

Besides the risk to the aquifer, environmental groups fear the pipeline could foul surface water, threaten wildlife habitats and increase air pollution around refineries. They have criticized what they consider inadequate pipeline safety and emergency spill responses.

In Nebraska, opponents also say the pipeline route threatens the delicate Sandhills region, a cherished natural area of barren, rolling terrain in the north-central part of the state.

Andrew Swift, a policy analyst at the Washington-based National Resources Defense Council, said the State Department's decision to schedule more hearings showed that federal officials were feeling increased pressure from opponents.

A high-profile anti-pipeline campaign included repeated arrests of activists outside the White House.

"This is not simply an issue being made at an agency level anymore," Swift said. "It's a decision being made by the Obama administration."

State Department spokesman Noel Clay said the public comment period will close Oct. 9, two days after the last public meeting, which will be held in Washington.

Secretary of State Hillary Clinton will make the pipeline decision personally, unless another federal agency objects, which would send the choice to President Barack Obama.

This makes them excellent as an insulating material. In addition they absorb noise effectively which makes them nice for soundproofing rooms. Asbestos ceiling tile was most often used in ceilings that had been dropped or suspended from the roof. This permitted a space to be created between the roof and ceiling tiles which helped reduce noise. This area is also where heating and ventilation ducts are found which may blow harmful fibers all through the building.

It?s very tricky to determine if unmarked ceiling tiles contain asbestos or not. Being clearly labeled is the one way to know for sure if the product contains toxic material. Ever since the dawn of culture, man has always had that inherent need for entertainment, from ancient sports competitions, to horse and chariot events, to the famous gladiator battles. Rulers of that time utilized entertainment to exert control over the populace and make certain that their people are happy and contented with them in order to ensure a long and riot-free reign.

(AP) ? As the cage door opened, black-footed ferret No. 7505 tentatively peeked his head out, looked hesitantly at the prairie dog burrow offered before him, and then rushed inside, disappearing beneath the earth of western South Dakota's badlands.

His freedom had been months in the making, but in less than a minute ? and three decades after his species was believed extinct ? he was gone, unleashed into the wild to do what the endangered ferret does best: attack and kill prairie dogs.

"Hopefully, he's chowing down on a prairie dog now," said Paul Marinari, a fish and wildlife biologist with the National Black-Footed Ferret Conservation Center.

The release was invitation-only event at the Badlands National Park, attended by about two dozen ferret fanatics, to kick off a weekend of nationwide festivities celebrating the 30th anniversary of the rediscovery of a mustelid once thought extinct.

On Sept. 26, 1981, a ranch dog in Meeteetse, Wyo., proudly presented his owners with a dead black-footed ferret. A local taxidermist identified the creature, which had been thought extinct for several years, launching a decades-long recovery effort that has seen the ferret population grow from 18 to more than 1,000 in the wild.

The ferret is still endangered, but conservationists are hopeful that by 2020, enough will be in the wild to wipe them off the list.

"We have a responsibility to restore a species that is very much a part of our North American heritage," said Kristy Bly, a wildlife biologist with the World Wildlife Fund. The recovery of the black-footed ferret ? called BFFs for short ? signifies the health of the grassland ecosystem, she added.

"We're committed to seeing this healthy, living prairie come back," Bly said.

The ferrets' decline is intertwined with the war waged on prairie dogs by farmers. Long considered farmland pests that compete with livestock for grass, prairie dogs have been hunted and poisoned en masse since the early 1900s.

The campaign worked. But as the prairie dogs disappeared, so, too, did their predators. Larry Haverfield, a cattle rancher in Logan County, Kan., said that loss wreaked havoc on the prairielands.

"Man poisons the prairie dogs, and that poison also kills some of the predators," he said. "You're shooting yourself in the foot."

Haverfield has allowed 7,000 of his 10,000-acre farm to host prairie dogs, irking his neighbors. In 2007, his land became one of just 19 recovery sites in the U.S., Canada and Mexico for the black-footed ferret, and 74 ferrets have since been released on his property.

They were born in captivity, then taken to 1,600-square-foot preconditioning pens where they're taught to hunt and feast on prairie dogs. The ferrets spend at least 30 days in the environment before they're released into designated reintroduction sites.

The recovery hasn't been without hiccups: Wildlife biologists had trouble at first mating the ferrets in captivity; they mate just once a year and have small litters of kits. Also, some swaths of the re-entry sites have been hit with canine distemper and the sylvatic plague, though newly introduced ferrets are vaccinated for both diseases.

Re-entry sites also are in Wyoming, South Dakota, Montana, Arizona, Colorado, Utah, Kansas and New Mexico. Several of the states have events scheduled throughout the weekend to celebrate the rediscovery's 30th anniversary, as do Illinois, Pennsylvania, Kentucky and Washington, D.C.

George and Kay Locatelli, of Fairfield, Calif., were giddy while meeting a captive ferret on display at the Ben Reifel Visitor Center in the Badlands National Park on Saturday morning. The ferret, named Mr. Brightside after a song by The Killers, curled up cutely in his aquarium for dozens of eager visitors.

"Hopefully, they're coming back for good," said Kay, 67.

Captive ferrets are given names; ones to be released into the wild are identified by number only, Marinari said.

To be considered officially un-endangered, the ferrets must have 10 separate populations of at least 10 acres with at least 1,500 breeding adults. Researchers are about one-third of the way there, said Bly, the wildlife biologist.

Just how to count the growing population is tricky, acknowledged Travis Livieri, executive director of Prairie Wildlife Research. Livieri works full time counting ferrets ? a job done at night with a 100-watt bulb mounted atop his truck. The light reflects green in the nocturnal ferrets' eyes.

"Sometimes it's like spotting a needle in a haystack," he said late Friday on a so-called spotlighting count in the Badlands National Park. "You can be out here all night and not see a thing."

Bly said this weekend's nationwide ferret festivities are much deserved. It's about more than bringing back a species, she said. It's about saving the prairies.

"It's one key step to recovering this prairie," she said. "We're celebrating huge strides in the recovery effort."

Introduction

The past few decades have witnessed a global transition from manufacturing to service based economies. The fundamental difference between the two lies in the very nature of their assets. In the former, the physical assets like plant, machinery, material etc. are of utmost importance. In contrast, in the latter, knowledge and attitudes of the employees assume greater significance. For instance, in the case of an IT firm, the value of its physical assets is negligible when compared with the value of the knowledge and skills of its personnel. Similarly, in hospitals, academic institutions, consulting firms etc., the total worth of the organization depends mainly on the skills of its employees and the services they render. Hence, the success of these organizations is contingent on the quality of their Human Resource- its knowledge, skills, competence, motivation and understanding of the organizational culture. In knowledge ?driven economies therefore, it is imperative that the humans be recognized as an integral part of the total worth of an organization. But, in order to estimate and project the worth of the human capital, it is necessary that some method of quantifying the worth of the knowledge, motivation, skills, and contribution of the human element as well as that of the organizational processes, like recruitment, selection, training etc., which are used to build and support these human aspects, is developed. Human resource accounting (HRA) denotes just this process of

quantification/measurement of the Human Resource.

Assigning, budgeting, and reporting the cost of human resources incurred in an organization, including wages and salaries and training expenses.

HRA scenario

It is right that worldwide, knowledge has become the key determinant for economic and business success, but Indian companies focus on ?Return on Investment? (RoI), with very few concrete steps being taken to track ?Return on Knowledge?.

What is needed is measurement of abilities of all employees in a company, at every level, to produce value from their knowledge and capability. ?Human Resource Accounting (HRA) is basically an information system that tells management what changes are occurring over time to the human resources of the business. HRA also involves accounting for investment in people and their replacement costs, and also the economic value of people in an organization,? says P K Gupta, the director of strategic development-intercontinental operations, of Legato Systems India. The current accounting system is not able to provide the actual value of employee capabilities and knowledge. This indirectly affects future investments of a company, as each year the cost on human resource development and recruitment increases.

Experts point out that the information generated by HRA systems can be place to use for taking a variety of managerial decisions like recruitment plotting, turnover analysis, personnel advancement analysis and capital budgeting, which can help companies save a lot of distress in the future.

Information management in HRA

Like any accounting exercise, the HRA too depends heavily on the availability of relevant and accurate information. HRA is essentially a tool to facilitate better plotting and choice making based on the information regarding actual HR costs and organizational returns. The kind of data that needs to be managed systematically depends upon the purpose for which the HRA is being used by an organization.

For example, if the purpose is to control the personnel costs, a system of standard costs for personnel recruitment, selection and training has to be developed. It helps in analyzing projected and actual costs of manpower and thereby, in taking remedial action, wherever necessary. Information on turnover costs generates awareness regarding the actual cost of turnover and highlights the need for efforts by the management towards retention of manpower.

Accountability in the management process is often enhanced when information involving an evaluation of managerial effectiveness is generated.

Finally, information on the intangibles like intellectual capital/human capital becomes necessary to measure the right worth of the organization. This information, though unaudited, needs to be communicated to the board and the stockholders

The largest challenge in HRA is that of assigning monetary values to different dimensions of HR costs, investments and the worth of employees. The two main approaches usually employed for this are:

1. The cost approach which involves methods based on the costs incurred by the company, with regard to an employee.

2. The economic value approach which includes methods based on the economic value of the human resources and their contribution to the company?s gains. This approach looks at human resources as assets and tries to identify the stream of benefits flowing from the asset.

Economic value approach

The value of an object, in economic terms, is the present value of the services that it is expected to render in future. Similarly, the economic value of human resources is the present worth of the services that they are likely to render in future. This may be the value of individuals, groups or the total human organization. The methods for calculating the economic value of individuals may be classified into monetary and non-monetary methods.

Monetary Measures for assessing Individual Value

a) Flamholtz?s model of determinants of Individual Value to Formal Organizations

According to Flamholtz, the value of an individual is the present worth of the services that he is likely to render to the organization in future. As an individual moves from one position to another, at the same level or at different levels, the profile of the services provided by him is likely to change. The present cumulative value of all the possible services that may be rendered by him during his/her association with the organization is the value of the individual.

b) Flamholtz?s Stochastic Rewards Valuation Model

The movement or progress of people through organizational ?states? or a role is called a stochastic process. The Stochastic Rewards Model is a direct way of measuring a person?s expected conditional value and expected realizable value. It is based on the assumption that an individual generates value as he occupies and moves along organizational roles, and renders service to the organization. It presupposes that a person will go from one state in the organization, to another, during a specified period of time.

?Non- monetary methods for determining value

The non-monetary methods for assessing the economic value of human resources also measure the Human Resource but not in dollar or money terms. Rather they rely on various indices or ratings and rankings. These methods may be used as surrogates of monetary methods and also have a predictive value. The non-monetary methods may refer to a simple inventory of skills and capabilities of people within an organization or to the application of some behavioral measurement technique to assess the benefits gained from the Human resource of an organisation.

1. The skills or capability inventory is a simple listing of the education, knowledge, experience and skills of the firm?s human resources.

2. Performance evaluation measures used in HRA include ratings, and rankings. Ratings reflect a person?s performance in relation to a set of scales. They are scores assigned to characteristics possessed by the individual. These characteristics include skills, judgment, knowledge, interpersonal skills, intelligence etc. Ranking is an ordinal form of rating in which the superiors rank their subordinates on one or more dimensions, mentioned above.

3. Assessment of potential determines a person?s capacity for promotion and development. It usually employs a trait approach in which the traits essential for a position are identified. The extent to which the person possesses these traits is then assessed.

4. Attitude measurements are used to assess employees? attitudes towards their job, pay, working conditions, etc., in order to determine their job satisfaction and dis satisfaction

The accounting of human resources can be seen as just as much a question of philosophy as of technique.
